HISTORICAL OVERVIEW OF GHANA’S SE SECTOR 

Ghana’s Specified Entities (SEs) were created to deliver public services and implement government policies, often blending government roles with commercial activities. However, they have been characterized with fragmented oversight, financial losses, poor transparency, unclear ownership frameworks, and weak corporate governance. 

The Public Enterprises Secretariat is mandated to provide support to the Minister for Public Enterprises /a coordinator as may be appointed in the delivery of his mandate of oversighting Government interests in SOEs, JVCs and OSEs (collectively referred to as Specified Entities) through the oversight of State Interests and Governance Authority (SIGA) with the aim to ensure they perform efficiently and contribute to national development.

OUTLOOK 2025 AND BEYOND

In alignment with the Resetting Ghana Agenda 2025 and beyond, the Public Enterprises Secretariat is committed to revitalizing loss-making State-Owned Enterprises (SOEs) and transform them into sustainable, profit-making entities. This laudable initiative will be guided by the following strategic actions:

Transformation of Low-Performing Entities:

  • Seek technical and logistical partnerships to support underperforming SOEs.
  • Leverage public-private partnerships to bring about innovative technologies and efficient management systems aimed at operational effectiveness in  Specified Entities(SEs).

Mindset Training and Capacity Building:

  • Build capacity through targeted training and mindset re-orientation programmes to   instil a culture of innovation and problem-solving within Specified Entities (SEs)..


Climate-Responsive Strategies for Sustainability:

  • Develop holistic climate adaptation and mitigation strategies for Specified Entities (SE)


Positioning Ghana as a Business and Investment Hub:

  • Strive to harmonize policies focused on positioning Ghana as a business and investment hub.


Adoption of Best Practices and Operational Excellence:

  • Benchmark operational standards against global best practices to ensure high performance.
  • Establish monitoring and evaluation systems to track progress and identify areas for improvement

Improve Accountability

  • Monitor performance of Specified Entities through the signing of their Performance Contract Negotiations.
